This initiative began in 2016 as the professionalisation drive of the Controller and Auditor General and the professionalisation programme of the International Organisation of Supreme Audit Institutions (INTOSAI) and Pacific Association of Supreme Audit Institutions (PASAI). The People's Republic of China offer scholarships every year to SAO staff under a Memorandum of Understanding (MOU). Ms Annie Frances Leitupo was the first graduand in June 2018. Two staff members remain in China to complete their masters program.
